Ce rapport statistique est établi tous les 5 ans dans le cadre du programme d'action défini lors de la Conférence mondiale sur les femmes qui a eu lieu à Pékin en 1995 (déclaration de Beijing). Il souligne les différences entre les hommes et les femmes au niveau mondial dans différents domaines : accès à la santé, à l'éducation et à l'emploi, place des femmes dans les organes de décisions, violence faite aux femmes.
